Open Letter Concerning Utah Rave of 08.20.05
Sir-,
We wish to deplore and condemn the violent, abusive and uncalled for actions by a militarized task force of Utah police raiding an electronic dance music event on August 20th, 2005 ("Versus II"). [1]

The use of armed force to subdue so-called undesirable elements of society has a long history: the Civil Rights movement, anti-war demonstrations, and Women's Equality have all witnessed the blunt end of a system of law that has been later, and justly, found in the wrong. For the past twenty years, this systematic use of militarized force has been directed against electronic dance music cultures, not only in the United States but throughout the world, and often under the supposed reasoning of the War on Drugs, as well as due to mostly inaccurate perceptions of electronic dance music culture as violent, drug-ridden, and sexually irresponsible.

In 2003 AT&T built "secret rooms" hidden deep in the bowels of its central offices in various cities, housing computer gear for a government spy operation which taps into the company's popular WorldNet service and the entire internet. These installations enable the government to look at every individual message on the internet and analyze exactly what people are doing. Documents showing the hardwire installation in San Francisco suggest that there are similar locations being installed in numerous other cities.

Wired News took Phil Zimmermann's newest encryption software, Zfone, for a test drive and found it's actually quite easy, even if the program is still in beta.

Zimmermann, the man who released the PGP e-mail encryption program to the world in 1991 -- only to face an abortive criminal prosecution from the government -- has been trying for 10 years to give the world easy-to-use software to cloak internet phone calls.

On March 14, Zimmermann released a beta version of the widely anticipated Zfone. The software is currently available only for OS X (Tiger) and Linux, though a Windows version is due in April.

The open-source software manages cryptographic handshakes invisibly, and encrypts and decrypts voice calls as the traffic leaves and enters the computer. Operation is simple, and users don't have to agree in advance on an encryption key or type out long passcodes to make it work.

Would-be beta testers must provide Zimmermann with an e-mail address. That seems an odd requirement for a privacy product, but the process itself was painless, and an e-mail with a download code arrived immediately.

SAO PAULO, Brazil (Reuters) - A wave of gangster attacks in the Brazilian state of Sao Paulo in which at least 81 people, many of them police, have been killed in four days forced schools, shops and offices to close early and disrupted public transport in the world's third largest city on Monday.

SHANGHAI, China, May 15--A plan to allow Iran and other nations to join China, Russia and four Central Asian nations in a security grouping is under discussion, foreign ministers from the forum said here Monday.
The foreign ministers from the Shanghai Cooperation Organization met in the city after which it was named on Monday to prepare for a leaders’ summit next month, with potential membership for Iran and four other nations on the agenda, AFP reported.
“Other countries show great interest in our organization. Five countries have applied to become members. We are in the process of negotiating with them,“ Russian Foreign Minister Sergei Lavrov told reporters.
Lavrov and other foreign ministers specifically mentioned Iran, while the other countries already reported to have shown an interest in joining the organization are India, Pakistan, Mongolia and Afghanistan.
Shanghai Cooperation Organization was founded in 1996 in an effort to build confidence along the common borders of the member states and fight terrorism, religious extremism and separatism in the region.
Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan were the initial member states, with Uzbekistan joining in 2001.
The expanded security forum would attract strong interest from the United States and other Western nations, particularly if Iran joins.
Some observers believe the organization is meant to serve as a counterbalance to the United States, which has extended its military influence in the region with the wars in Afghanistan and Iraq.
Tajik Foreign Minister Talbak Nazarov told reporters that the inclusion of Iran and other nations was discussed in Monday’s meeting, but that there were some reservations to how big the organization should become.
The organization’s leaders’ summit will be held in Shanghai on June 15.

The Chernobyl disaster occurred at 01:23 a.m. on April 26, 1986 at the Chernobyl nuclear power plant in Pripyat, Ukraine. It is regarded as the worst accident in the history of nuclear power. Because there was no containment building, a plume of radioactive fallout drifted over parts of the western Soviet Union, Eastern and Western Europe, Scandinavia, the British Isles, and eastern North America. Large areas of Ukraine, Belarus, and Russia were badly contaminated, resulting in the evacuation and resettlement of over 336,000 people. About 60% of the radioactive fallout landed in Belarus, according to official post-Soviet data [1]. According to the 2006 TORCH report, half of the radioactive fallout landed outside the three Soviet republics [2] [3]. The disaster released as much as 300 times more radioactive fallout than the atomic bomb of Hiroshima.[4]

The principles of international law were first codified in the Treaty of Westphalia in 1648 and progressively refined into the body of international law we have today. But the two pillars on which the Westphalian State system rested were the sovereignty of States and the non-interference in the internal affairs of other States. Peace was maintained through deterrence and war was only justified when it was waged in defence of one’s people, territory or vital interests. Grotius, the father of international law, was absolutely convinced that the only just war was a war fought in self defence. The danger, moreover, had to be immediate and the force used to repel it had to be proportionate to the threat.
